Following a report, an alleged favoritism granted by the council to certain people in the areas of public procurement and function has been examined. In terms of personnel, the alleged irregular use of public procurement during the period 2004-2016 has been investigated, when contracting external services that, materially, would correspond to relations in a civil service or legal labor nature. Also, in the field of public procurement, the alleged misuse of minor procurement has been investigated through the concatenation sustained over time of these types of contracts.
