This action was intended to examine the action of the Vilafranca del Penedès City Council in relation to the promotion and construction of sheltered accommodation for the elderly in a building in the Alcover passage. This Office detected irregularities and dysfunctions in the agreement signed by the City Council with a private foundation on sheltered accommodation, through which the free transfer of these accommodation was agreed upon in favor of the foundation, which could violate the regulations and, therefore, could affect the validity of the administrative act, a circumstance that could lead to its full nullity. Given these facts, the Office considered it appropriate to deliver a reasoned report to the administration complained of in which it urges it, through its internal control bodies, to investigate and examine the irregularities noted, as well as to inform the Office of the results obtained.
