Transparency and publicity

Transparency is a transversal principle applicable to all areas of public management. But transparency measures can be a tool for detecting interests through four manifestations: active advertising, the right to access information, register advertising and advertising in official newspapers.

The mainstreaming of the principle of transparency explains that, in the treatment of other tools, there are aspects related to this principle, such as when we refer to the publicity of sanctions or compatibility authorizations, in which transparency pursues purposes other than interest detection: accountability, reparation of public confidence or dissuasion of defaults, among others.
