The object of the research action revolves around the determination of the possible existence of an agreement or collusive agreement between companies that submit a bid in the tender procedure for two service contracts; and the mechanisms used that would have allowed these companies to manipulate the score derived from the objective award criteria set out in the specifications. This action has ended with a resolution of filing since, once the period of six months has elapsed since the resolution to start investigations without the relevant award of either of the two contracts under investigation, there has been concluded that the risks arising from the alleged collusive agreement or pact between the companies that justified the start of the action at the time have not been consummated and, therefore, the object that may be investigated has lapsed .
