The Anti-Fraud Office's analysis is about a possible illegal use or destination of public funds, specifically, the irregular collection of salary supplements, focusing on productivity supplements and gratuities collected as a fixed concept by municipal staff. It is verified that the municipal intervention issued reports calling into question the payment of payroll and extra payments by labor and civil servants, taking into account the possible non-compliance with the regulations governing the remuneration of local administration personnel. Addressing these deficiencies, the local corporation is urged to carry out a description of the municipal jobs adjusted to the standard, carry out the relevant procedures until the approval of the corresponding list of jobs, adapt the remuneration of the municipal employees to the forecasts of the revised text of the Basic Statute of the Public Employee and corresponding regulations, and if applicable, initiate a file for the reinstatement of the amounts improperly paid, as well as urging the opening of a disciplinary file for the possible infraction in matters of financial management and budget within the framework of the regulations on transparency, access to public information and good governance. With regard to the receipt of compensation by certain elected officials, a warning is issued so that the local body can justify the adequacy of the amounts paid to the norm. If not, they would have to be reintegrated into the municipal coffers.
