Potential conflicts of interest and irregular division are analyzed in the awards of professional architectural services contracts carried out by the Sant Hipòlit de Voltregà Town Council in relation to the works of the Mallol house and the La Pista sports complex, in the municipality. Based on the documentation of the file, it has been verified that, contrary to what is stated in the report, the rehabilitation project of the Mallol building had already been pre-dimensioned from the beginning in different phases for its future execution, and that this staggered execution was not the result of an irregular division of the object of the contract with a view to circumventing the regulations or the award procedures that were applicable. It is also noted that a person abstained from the procedure by which the contract for the drafting of the use plan, basic and executive project, consolidation and rehabilitation of the Mallol project was awarded to a relative, given their relationship, and that he was not providing services to the Town Council on the date of award of the other professional services contracts previously formalized. Regarding the works awarded in relation to the La Pista building, it is observed that there is no temporal coincidence in the provision of services to the same Town Council by the two people in whom, as is stated, a conflict of interest exists. Additionally, these are contracts awarded more than fifteen years ago, in 2008-2009, so that, given the time that has passed, it is very likely that the requirement of any possible effect or liability that may arise from them has prescribed. Consequently, it is agreed to archive the investigative actions.
