The object of the present investigation actions is focused on the alleged illegal use or destination of public funds linked to the payment of permanence awards for early retirement to several employees of the corporation and on the alleged irregularities in the assignment of functions of freely appointed jobs. The decree appointing the aforementioned persons was not adjusted to the law to the extent that there were no proven conjunctural reasons for carrying out assignments of functions without the mandatory time limitation and, in some cases, the appointed persons were not suitable to the classification, grade or category required for the duties assigned. As a result of the investigative actions, it has become known that the mayor's decree would have been without effect. Regarding the payment of permanence awards, the council is urged to initiate an ex officio review procedure relating to acts and agreements for the payment of permanence awards and a procedure for the reinstatement of amounts unduly paid.
