In July 2020, the European Council agreed on an exceptional temporary recovery instrument known as the Next Generation EU, which guarantees a coordinated European response with member states to deal with the economic and social consequences of the pandemic. Funds can be used to grant repayable loans and non-repayable transfers.
The two most volume instruments in Next Generation EU are:
- The Recovery and Resilience Facility (RRF), which is the core of the Recovery Fund, whose purpose is to support investment and reforms in member states to achieve a sustainable and resilient recovery, while the EU's ecological and digital priorities are promoted.
- The REACT-EU Fund, which operates as a structural fund, but with greater flexibility and agility in execution. REACT-EU will promote the ecological, digital and resilient recovery of the economy.
Next Generation EU will also provide additional funding to other European programs or funds, such as the European Agricultural Fund for Rural Development (EAFRD) and the Just Transition Fund (JTF).
