<p>As the result of a report, an examination was conducted of two technical projects formally prepared by municipal technical staff of the Municipal Council of Polinyà with their own means outside working hours and which would have involved payment, in the end, of €45,000 by the municipal council as an extraordinary gratuity. Questions were raised regarding how staff – officials and/or employees — of the municipal council, were able to invoice the council for drafting the technical projects which are the subject of the dispute, despite their link to that local authority, with possible breach of the rules on incompatibilities and other regulations related to employment and public procurement.</p>
