There are allegations of possible favoritism and alleged irregularities in the appointments of certain people, who would be selected for their political affiliations and not for their merits or ability to hold the job. As a result of the actions carried out, it is concluded that the Commonwealth has used, in a generalized way and for the coverage of positions of a labor nature, a provision system such as free appointment, which is typical of civil servants. This provision mechanism has been applied extemporaneously for the recruitment of labor personnel, thereby avoiding the necessary competition, as well as a systematic lack of advertising or prior announcement of vacancies, in what could be an action in fraud of the law, using a system that favors the lack of transparency and arbitrariness in the coverage of these jobs.
