Participatory process of the Whistleblower Protection Services Charter

The Anti-Fraud Office of Catalonia provides citizens with protection services designed to accompany and support whistleblowers. These services facilitate access to the support and protection measures stipulated by Law 2/2023, which protects individuals who report offenses and combats corruption.

This participatory process aims to raise awareness of how the Anti-Fraud Office's whistleblower protection services work and, at the same time, to collect the maximum number of quality contributions for the development of the Service Charter from a citizen perspective. This document will include, among other aspects, the rights and duties of users.

The participatory process begins on May 15th, from this day you can begin submitting proposals.

Protection services charter

Citizens have the right to access quality public services. To this end, the Service Charter brings together all relevant information about protection services in a single document.

You will find:

  • What protection services are available
  • Who manages them
  • How they are organized and how they work
  • Which are the access conditions?
  • Which are the minimum quality standards and how are they assessed
  • What corrective measures are applied in case of non-compliance
  • Which are the rights and duties of users?
  • How to submit a complaint or suggestion
  • How to request information and guidance

The protection of whistleblowers is a new and complex issue, in which the proper management of expectations and attention to individuals are key elements. For this reason, this Service Charter has been developed through a participatory process, with the aim of incorporating the public's perspective.

Ultimately, this participatory process and the Service Charter aim to become a transparency tool that allows for clear communication of the framework for action and the commitments of the protection services.

To participate in the development of the Protection Services Charter, you must register on the Citizen Participation Platform of the Anti-Fraud Office of Catalonia

Participation in the development of the Service Charter will be carried out through two modalities, which are not mutually exclusive:

Online participation

An online discussion forum will be available, allowing participants to submit their contributions. These contributions will be public and visible to all users, with the aim of fostering the exchange of opinions and collective debate.

In-person participation

Those wishing to attend the in-person sessions must register in advance using a form. Depending on the number of registered participants, a maximum of two sessions will be held. If the number of participants exceeds the expected capacity, selection will be made by lottery or according to criteria established by the company facilitating the process.

Furthermore, a specific session will also be convened for people with an expert or professional profile (academic field, those responsible for Internal Alert Systems and technical staff), in order to enrich the debate with a specialized perspective.

From April the 22nd, 2026 to May the 14th, 2026

The dissemination period for the participatory process will begin on Wednesday, April the 22, 2026, at 5:00 p.m., with a hybrid event at the School of Public Administration of Catalonia, open to both staff from different public administrations and the general public.

From that date until the start of the participatory process, scheduled for May the 15th, 2026, an information campaign will be deployed with the aim of making this process known to all citizens and encouraging their maximum participation.

The objective of this phase is to ensure that everyone has the necessary information to know, understand and become involved in this process in an informed way.

From May the 15th, 2026 to June the 15th, 2026

During this phase, citizens will be able to contribute suggestions, ideas and proposals for improvement to actively contribute to the definition and quality of the services under discussion.

You can submit your proposals through the following channels:

  1. Online participation: From May the 15th, 2026 to June the 15th, 2026, you can participate online through this platform by leaving your comments or contributions. You can also see what other people have said and endorse their contributions.
  2. In-person debate sessions: On June the 2nd and June the 3rd, 2026, you can attend one of the in-person debate sessions, which will be facilitated by an external company.

Important: To guarantee capacity and proper functioning of the sessions, prior registration using the provided form is essential.

From June the 16th, 2026 to September the 30th, 2026

The feedback phase is structured in three main blocks:

  1. Closing report: Both online participation and participation in the discussion sessions will be included in a closing report. These reports will be prepared by the company responsible for facilitating the event, compiling the contributions received and the conclusions drawn from citizen participation. The closing reports will be submitted to the technical staff of the Anti-Fraud Office for their evaluation.
  2. Feedback report: Once this assessment is complete, a feedback report will be issued and published on this website and on the e-headquarter of the Catalan Anti-Fraud Office. This report will address the proposals received, indicating which ones will be incorporated into the final Service Charter document and which ones will not, with the corresponding justification.
  3. The publication of the final version of the Service Charter is scheduled for September 2026.

Once the participatory process is complete, a report will be prepared that will include all the proposals and contributions received during this period, both within the framework of the face-to-face debate sessions and through online participation.

Furthermore, all identified proposals will be considered in the final drafting of the Service Charter. The decision regarding their inclusion or exclusion will be duly justified in a feedback report, which will be published on the e-headquarter of the Anti-Fraud Office of Catalonia.

The Steering Group is a body made up of technical and professional profiles that ensure the correct development of the preparation of the Service Charter, as well as the good design and execution of the linked participatory process.

  1. Monitor and validate the phases of the participatory process. Ensure compliance with the objective and the planned schedule.
  2. To be aware of the project documentation and content
  3. Verify that the necessary documentation is published to ensure participation
  4. Verify that the contributions made are valued and their feedback is published
  5. Perform the necessary information requests to validate the correct development of the process

The Steering Group is made up of a diverse range of professional profiles, both internal and external to the Anti-Fraud Office, ensuring a pluralistic and cross-cutting vision in the process of developing the Service Charter, guaranteeing adequate representation of the different areas involved.

Team of the company facilitating the participatory process:

Coia PobletCoia Poblet, Head of Projects at CERES Cabinet. Holds a degree in Social Psychology from the University of Barcelona. Postgraduate degree in citizen participation, democratic deliberation, and digital technologies (College of Professionals in Political Science and Sociology of Catalonia). Specialist in innovation and citizen participation with a strong background in Design and Visual Thinking, team management, and qualitative social research. Has extensive experience as a trainer in citizen participation and participatory methodologies.

Nil Pesquera, CERES Cabinet Technician. Graduated in Psychology from Rovira i Virgili University (URV) and in Sociology from the University of Barcelona. Associate Professor at URV, where he teaches courses on labor systems, business sociology, and qualitative research in various undergraduate programs. As a specialist at the CERES Cabinet, he leads the design and facilitation of participatory workshops, as well as data analysis and the preparation of complex reports.

External members of the Office:

Sara ModinoSara Modino, Head of the Transparency Area of ​​the Government of Catalonia. Holds a degree in Political Science and Public Administration, a master's degree in Public Management, and a postgraduate diploma in E-government. Has developed her professional career in public administration in the fields of transparency, citizen services, and digital administration. Has served as Head of Transparency and Good Governance for the Department of Education and as Head of the Information and Dissemination Section for the Department of Agriculture, Livestock, Fisheries, and Food.

Ismael Peña-LópezIsmael Peña-López, Professor of Law and Political Science at the Open University of Catalonia (UOC). In recent years, he has specialized in multi-stakeholder and multi-level governance, mission-oriented public policy, and the transformation of public administration in relation to these two points. He took a break from his academic career to serve as Director General of Citizen Participation and Electoral Processes (2018-2021) and Director of the School of Public Administration of Catalonia (2021-2024).

Jordi PeralesJordi Perales, Whistleblower protection activist, advocate for transparency, and promote good governance. A primary and secondary school teacher with extensive experience in education, he currently works in unions and is a lecturer at the Open University of Catalonia (UOC) and the Open Institute of Catalonia (IOC). He collaborates with organizations focused on transparency and whistleblower protection, where he has provided training in these areas.
