Guaranteeing a good political system and offering citizens scrutiny mechanisms capable of exercising healthy control over public decisions is one of the challenges we must meet to achieve quality governance.
To this end, the Anti-Fraud Office engages with a wide range of organisations which are essential to ensuring political and citizen participation and are key actors in the exercise of control over public authority.
The accumulated experience over the ten years of operation of the Office, both at the level of research and prevention activity, has allowed us to identify which areas of risk are most exposed to corruption, fraud or others irregularities.
Recommendations regarding integrity to the people elected in the 2023 local elections and to the internal control bodies
On the occasion of the local elections, the Anti-Fraud Office of Catalonia issues recommendations on integrity addressed to elected officials and the internal control bodies of local corporations, with the aim of facilitating decision-making and serving as a reminder of good practices, as was done in the previous elections four years ago.
These recommendations have been drawn up taking into account, fundamentally, the analysis of the information and conclusions from Anti-Fraud's investigation actions, the allegations to municipal organic regulations and other regulatory provisions, as well as, also, the preventive recommendations drawn up in the follow-up phase of the investigation actions based on the identification of risk factors carried out by the Anti-Fraud Office.

Recommendations to prevent irregular vaccination against COVID-19
The Anti-Fraud Office of Catalonia has presented a document with guidelines to prevent situations detected of irregularity in the COVID-19 vaccination. In a situation like the current one, where vaccines are a rare commodity, which has been acquired with public money and administered by public servants, it is more necessary than ever that there be strict institutional control of the administration of the vaccine.
Anti-fraud recommends that technical health authorities make a detailed transposition of criteria on specific cases. A mechanism that provides a response to contingencies that may occur with detailed guidelines so that people who administer the vaccine know how to act.

Recommendations to political parties. Elections to the Parliament of Catalonia | 2021
The Anti-Fraud Office of Catalonia has sent a document to the political parties that are participating in the next elections to the Parliament of Catalonia with recommendations regarding public integrity and the fight against corruption. This initiative has its origin in the document that Antifraud issued for the first time in 2017 for the elections to Parliament.
Anti-fraud issues this document in compliance with its indicative power recognized by its creation Law, addressing those actors who, after the elections, can obtain representation in Parliament, occupy government positions and direct the Administration.

The COVID-19 pandemic
The COVID-19 pandemic has generated an exceptional crisis situation. The Anti-Fraud Office of Catalonia is aware of the complexity of managing this health, economic and social crisis. However, the Office publishes this document addressed to the public authorities that are exercising competences in the management of the COVID-19 crisis in Catalonia. The document contains some reminders (first section), recommendations (second section) and resources (third section) to preserve the integrity of public action, with a constructive, sensitizing and guiding vocation.

Recommendations and proposals for an integrity policy in Catalonia
The Anti-Fraud Office of Catalonia has made a proposal with specific recommendations to the Government Agreement of 11.6.2019, which refers to the development of a strategy to fight corruption and strengthen public integrity.
The proposals presented in this document are structured in 15 areas of action: Transparency and access to information, Institutional integrity, Control organizations, Conflicts of interest, Public Service, Public Procurement, Subsidies, Urban Planning, Political Parties, Judiciary, Media, Interest groups, Protection of whistleblowers and channels of denunciation, Education and Involvement of civil society.

On 15.7.2020, the Government of the Generalitat published the results report for the first six months of implementation of the Strategy for the fight against corruption and the strengthening of public integrity. The report covers the period from January to June 2020.
The Anti-Fraud Office makes the following considerations as a return on the transfer made by the Government of the Generalitat de Catalunya of the half-yearly report on the results of the implementation of the Strategy for the fight against corruption and the strengthening of the integrity of the Administration of the Generalitat and its public sector entities.
