This investigation has examined the inadequacy due to the possible illegality in the lack of concretization of the ex post justification control mechanism and lack of access to the information contained in the respective files of direct aid, formalized by means of an agreement granted during the period 2011-2017, to two trade union organizations that carry out their activity in the AMB, excluding other unions unjustifiably. These facts would generate a favorable treatment towards the unions that would have received these aids, to the detriment of others. The purpose of the aid to unions would be "to provide union advice and assistance services to public employees of local bodies in the Metropolitan Area of Barcelona, contributing to the consolidation and development of union structures."
