The object of the present action is about an alleged favorable treatment in the hiring and promotion of a person, by the Town Council of Les Masies de Voltregà, due, according to the report, to a political affinity of this person with the political group that ruled the corporation. Regarding the irregularities reported, the following must be evidenced: the inappropriate use of the figure of gratifications, which occurred in the period 2004-2007; the irregular formation of the qualifying board in the process of selecting a technical person with a middle grade of economic promotion; the nominative incongruity in the selection process, made in 2009; the lack of public information procedure in the provision of a job, made in 2011, and the inconsistencies between the specific supplement received and that determined by the salary catalogs of the list of jobs detected between 2007 and 2015. Given the age of the irregularities noted, as well as the prescription of actions in different material areas, such as the possible demand for responsibilities, it is agreed to archive them. On the other hand, a possible duplication of functions between two jobs is current and susceptible to improvement. Therefore, it is considered relevant to recommend to the Town Council of the Masies de Voltregà to review the functions assigned to these workplaces and to take preventive actions in order to avoid the repetition of possible irregularities such as the one indicated.
