As a result of a complaint received, possible favorable treatment linked to the nature, labor or administrative, of the Town Council's relationship with the person who provided a specific external support service in a specific area of the council has been investigated, as well as if there was an irregular use of the figure of the minor contract in its hiring. From the investigative actions it is clear that the legal relationship established between the council and this person is that of an employment relationship, and not that of a contractual relationship formalized through concatenated administrative contracts. Given the recurrence over time of the contracted services, the Town Council could have made irregular use of successive minor contracts, precisely with the aim of restricting competition and ensuring that they were awarded to the same person.
