As a result of a report, the alleged favorable treatment granted by the City Council to the contractor of the waste collection service has been examined, which, during the years 2012, 2013 and part of 2014, would have executed this service without processing any contract file or any award, or formalizing any contract. The possible violation of the prohibition contained in the Public Sector Contracts Act of artificially splitting the object of the contract by successively signing short-term contracts for the provision of services that meet permanent needs of a specific nature has also been examined. This action files a possible violation of the legal system to apply the rates, and the corresponding modifications of the years 2011, 2012 and 2013, contained in Tax Ordinance no. 10 regulating the fee for collection, treatment and disposal and rubbish.
