The actions focused on the alleged irregularities committed by two technicians from the Lleida Provincial Council, who are alleged to have been making fraudulent private personal use of two high-end vehicles and a credit card that had been made available to them by companies awarded the road maintenance service. Although it was not possible to prove that the vehicles or the card were used illegally by the affected workers, it was proven that vehicles were made available to workers other than those provided for in the contract and with powers to supervise it, which generated an apparent conflict of interest that made it appropriate to send a reasoned report to the Lleida Provincial Council.
