Following a report, the alleged favorable treatment of an elected official who, on his own initiative and without any kind of administrative procedure, would have awarded a service to a person with possible ideological affinity has been examined. In the course of the present actions, the existence of a violation of the inspiring principles of public procurement and a non-existent collection circuit has been established. On the other hand, having ruled out any liability with criminal relevance, in order to decide on the meaning of the resolution of this action, the age of the facts and the prescription of any possible liability of an administrative nature that derives from it must be assessed. Consequently, taking into consideration the time that has passed, the age of the irregularities detected, the principles of effectiveness and fairness and the existence of a resolution of the Ministry of Public Prosecutions in the criminal field of filing on the same subject, it is considered proceed to archive the actions.
