Following a report, the alleged favoritism towards the company awarded the contract for three public contracts relating to the development of smart mobile applications awarded by Girona City Council has been analyzed. Irregularities in minor contracts would have been detected: lack of capacity to contract by the winning company; indications that the service was executed prior to its hiring. In the case of the contract awarded by negotiated procedure without publicity, lack of delimitation in the specifications of administrative clauses of the subject object of negotiation; non-existence of negotiation.
