Following a report, possible irregularities in the aid granted by ACCIÓ, within the framework of the FEDER 2014-2020 operational programme and the RIS3CAT strategy, to a project of the RIS3Cat Tech-Health community coordinated by LEITAT have been examined. Specifically, possible inconsistencies in the justification of the Nano-Nafres project have been analysed, relating to the participation of a consulting company, the attribution of personnel costs and the possible situation of conflict of interest derived from the role of ACCIÓ as the granting body, verifier and controller of the aid and, at the same time, as a member of a beneficiary entity. The examination carried out shows that some of the irregularities initially detected were subject to subsequent correction or justification: the expenditure attributed to the consulting company was not considered eligible, the differences in personnel costs were corrected in the final audit and supporting information was provided on the percentages of dedication of the personnel linked to the project. In accordance with these results, the action was completed with the submission of a reasoned report to the Directorate General of European Funds and State Aid. In response to the report, it was found that the Agency identified the conflict of interest of ACCIÓ and applied a risk criterion linked to the percentage of the aid affected.
