The object of the action, initiated following a complaint, included irregularities in certain contracts awarded, respectively, by the Department of Home Affairs, Institutional Relations and Participation (DIRIP), the Department of Education (DE) and the Center for Telecommunications and Information Technologies (CTTI), with respect to which the Public Prosecutor's Office had previously ruled out criminal relevance. In the case of DIRIP, following the investigation of the Anti-Fraud Office, it was determined that the company awarded with a service contract through a negotiated procedure without publicity due to the amount had inside information in the preparation phase of the contract, incurred anti-competitive practices in the tender and significant irregularities occurred in the execution phase. With regard to the cases of the DE and the CTTI, in which an alleged conflict of interest was investigated by two public officials who participated respectively in the award of a connectivity services contract for a given project and a contract for the supply of the workplace and user support, the ability of these people to influence the corresponding decision-making processes has been ruled out, given that their intervention was as members of bodies collegiate with a high number of members.
