The purpose of these research actions has been to determine whether, in a procurement procedure tendered in 2017, for the provision of a municipal service and the execution of a work linked to it, by the municipality, there have been a number of alleged irregularities which have led to an alleged favorable treatment of the successful tenderer. The alleged poor preparation of the contract, its errors and deficiencies, the omission of information to potential bidding companies regarding the characteristics, requirements and conditions of the municipal competition service to be executed, the lack of an economic study with reference to real costs of the service and the lack of information on the investments to be made, would contravene the principles of transparency, non-discrimination and equal treatment that would have been an obstacle for potential bidders to prepare bids and compete in the public tender on equal terms.
