Due to the report filed, the presumed irregularities committed by a municipal employee who had been combining his municipal work with the exercise of university teaching and consulting with other public entities were investigated, and he had been performing services in other municipal corporations by virtue of service commissions. Having analyzed the various administrative situations, it was verified that in some of these the inclusion of the job in the list of jobs was not sufficiently accredited, the appropriate official advertising was not carried out and, in the list of jobs, this way of filling the position occupied by the person in question was not foreseen, for which reason the nullity of the decisions that agreed on the appointments was urged.
