On the occasion of a report, the possible irregular execution, by the Catalan Local Development Consortium, of a framework agreement with a single successful bidder relating to the insurance advice and mediation service has been examined. This framework agreement was not only used by the contracting bodies identified in the framework agreement itself, but its use would have been extended, by subrogation, to a large majority of local entities in the Catalan Association of Municipalities. This circumstance could lead to possible undue practices restricting competition, leading to a favorable treatment of the contractor providing the service.
