The purpose of these actions has been to examine the possible favorable treatment of the Castellví de Rosanes Town Council in relation to the procurement procedures for various services related to the processing of a rezoning project of an urbanization in municipality It is found that some contracts had deficiencies but it has not been possible to prove that these irregularities were produced by a conscious and intentional determination of the contracting body with the purpose of reducing the amount and in this way to avoid the application of the advertising and competition principles or the requirements corresponding to the relevant award procedure. Therefore, said irregularities may be strictly linked to the scope of ordinary legality, to be resolved, in their case, by administrative means, and should have taken place, at the time when some of them were credited to an ex officio review procedure for full legal nullity of the analyzed contracts.
