Following a report, the possible misappropriation of privately owned land by the Town Council has been examined. The investigative actions carried out have confirmed the lack of transparency and the lack of publicity in the accreditation of an enabling title of ownership by the Town Council for the public, peaceful and uninterrupted possession of the said lands. This unduly affects the principles of legal certainty and good governance.
