Following a report, the purpose of the investigation was to determine the existence of alleged irregularities committed by Altafulla Town Council in relation to the awarding, through minor contracts, of advisory services to the same company. The investigation carried out highlighted the existence of an improper use of the figure of the minor contract with the aim of satisfying recurring needs of the Corporation, which was contrary to the public procurement regulations and which entailed a prohibited fractionation of aforementioned contract. The council is urged to analyze the possibility of starting an ex officio review procedure of the analyzed contracts, as well as the need to award those services through procedures that guarantee free competition.
