The purpose of these actions has been to examine the alleged favorable treatment of the Alcanar Town Council in relation to the granting, in 2005, of a license of works to a company for the construction of a multifamily building. The alleged irregularities would be related to the granting and compliance with the particular conditions of the license, the completion of subsequent urbanization works, the granting of the first-occupancy license and the failure to grant the license of parking activity. All these actions would show that the council would not have correctly exercised the power of intervention in the construction and use of land by the developer and would not have exercised the executive and sanctioning functions that belonged to it.
