As the result of a report, an examination was conducted into the activity of technical staff of the Municipal Council of Albesa arising out of award of the first-occupancy permit to several dwellings. In particular, the Anti-Fraud Office investigated whether the apparent or potential conflict of interestproduced by the intervention of municipal technical staff materialised into conduct amounting to alleged favouritism and, consequently, whether in this specific case it formed the grounds for a declaration of abstention as provided in the applicable regulation.
