Multiple alleged irregularities were reported in the processing of minor contracts by the Town Council and the splitting of contracts through intermediaries. Having examined the reported awards, the use of intermediaries is not proven and, as regards the recurrence that emerges from some of the communication services contracted through minor contracts, given the time that has passed since their award, the difficulties that the Town Council encountered due to the lack of availability of the necessary human and technical resources, and the fact that currently aforementioned communication services and the supply of promotional material have been tendered through ordinary procedures, the actions are archived, although a reminder is sent to the Town Council about the exceptional nature of the resort to minor contracting, and to emphasize the importance of planning the needs for the supply of goods and services of the corporation in the medium term, in accordance with the principles of programming and good management that must inform the action of the Town Council, with the possibility of considering, where appropriate, the support of those public structures of a supramunicipal basis that are appropriate.
